Anti-plagiarism Policy

1. General Principles
Article 1 In order to strengthen the construction of academic ethics of journals, effectively prevent and deal with academic misconduct in the manuscripts of journals, maintain scientific research integrity and publishing order, and ensure the quality and reputation of journals, this measure is formulated.

Article 2 This measure is based on the following academic publishing regulation:
Copyright Law of the People's Republic of China,
Publishing Management Regulations,
Measures for the Prevention and Treatment of Academic Misconduct in Colleges and Universities,
Further Promote and Strengthen the Spirit of Scientists,
Definition of Plagiarism in Academic Journals etc.

Article 3 The examination of academic misconduct in all manuscripts runs through the whole process of manuscript processing, editing, and publishing, and after the official publication of the paper. Once academic misconduct is found, the author will be seriously dealt with in accordance with this policy.

Article 4 The prevention and handling of academic misconduct in manuscripts should adhere to the principle of “Prevention First” and should combine education and punishment.

2. Definition of Academic Misconduct
Article 5 Academic misconduct refers to the violation of recognized academic standards and academic integrity in the manuscripts of academic journals.

Article 6 The following behavior shall be regarded as committing academic misconduct:
(1) improper signature, that is, signing the paper without participating in the study, or using one’s signature without permission, or the signature order of a multi-author paper is inconsistent with the actual contribution of the authors;
(2) plagiarism, stealing the academic achievements of others;
(3) forging or tampering with scientific research data and fabricating false research results;
(4) providing false peer review information when recommending reviewers to the editorial office;
(5) buying and selling papers, or writing papers for others;
(6) multiple submissions of one manuscript;
(7) other rules formulated by institutions of academic organizations and relevant scientific research administrations.

Article 7 Editors are responsible for maintaining academic integrity, resisting, and preventing academic misconduct in their work. In every stage of manuscript processing, any academic misconduct must not be tolerated or concealed. It should be treated seriously according to this policy. If it is found afterward that there is a deliberate concealment of academic misconduct, the involved parties will be held accountable. Those with serious circumstances will be warned, punished, and unqualified for an annual assessment.

3. Prevention of Academic Misconduct
Article 8 Journals must have a Submission Guide and Publishing Ethic on their websites, reminding authors to strengthen academic integrity and academic moral consciousness when submitting articles, and beware of the serious consequences of academic misconduct.

Article 9 In the author's submission procedure, the author is required to sign the Academic Integrity Commitment (hereinafter referred it as The Commitment). The Commitment should have clear academic integrity requirements: 1) the manuscript must be original work, and has not been published in any other journals and conferences and the network at home and abroad; 2) the article does not involve confidential content; 3) all authors have made substantial contributions to the paper, the signature is correct and the order is not controversial; 4) all the facts in the manuscript are true and well-founded; 5)when quoting the results of others, necessary references should be made; 6) all the authors should sign The Commitment. The first author of the paper must have the ability to defend, otherwise, it will be considered academic misconduct and be withdrawn; 7) in the process of paper publishing, the author's name and order should be completely the same as during submission, and it is not allowed to increase or decrease the author or change the order of the author.

Article 10 In the preliminary review, the editor should employ the plagiarism detection systems from China National Knowledge Infrastructure (CNKI) to detect the repetition rate. If necessary, the editorial office can further consult similar literature or hire experts for identification.

Article 11 There should be a " special review of academic misconduct " term on the expert review opinion form, which requires reviewers to review possible plagiarism, forgery, and tampering of manuscripts.

Article 12 In the editing and processing stage after the manuscript is accepted, the responsible editor of the manuscript should pay attention to discovering any explicit or implicit academic misconduct behaviors that may exist in the paper. If it is found that the first author does not have the ability to defend the paper, it should be noted that there is a high possibility of academic misconduct in the paper.

4. Treatment of academic misconduct
Article 13 The judgment of academic misconduct should be extremely cautious. In all aspects of manuscript processing, editing, and publishing, such as detecting the author's suspected plagiarism, forgery, and tampering, improper signature, multiple submissions of a manuscript, we must carefully screen and find evidence, and hire experts to review and identify if necessary. Inform the author in time before making a final decision. Allow the author to appeal.

Article 14 The specific policies of academic misconduct are as follows:
(1) In the manuscript processing stage (including the preliminary review, the second review, and the final review), if the responsible editor finds that there is academic misconduct in the manuscript, or the expert review opinion points out that there is academic misconduct in the manuscript and is verified, the processing should be terminated immediately. The manuscript should be returned, and the relevant evidence of academic misconduct should be sent to the author through e-mail with a warning statement.
(2) If the manuscript is in the state of being accepted and not yet officially published, but the editor finds that there is academic misconduct, it should be confirmed and signed by the editor-in-chief and the deputy editor-in-chief, and the manuscript will be returned. The relevant evidence of academic misconduct should be sent to the author by e-mail, and the author should be warned that the editorial office will not accept his or her manuscripts within 5 years.
(3) If the paper has been officially published, but found that there is academic misconduct in the manuscript (whether it is the editor who first discover it or other people who reported it), the editorial director and deputy editor-in-chief should report to the editor-in-chief after careful review. After the editor-in-chief re-audits and confirm the misconduct, the editorial office will issue a formal retraction announcement on the printed version and the website of the journal, informing the cooperative database to delete the online version of the paper in order to terminate the dissemination of the paper. For serious cases, the author's institution should be notified in writing form (including evidence of academic misconduct) about the incident, and the author will be blacklisted and his/her future manuscripts will no longer be accepted. If it causes reputation or other losses to the journal, the editorial office can retain the right to claim compensation.
(4) After dealing with academic misconduct, the relevant written materials should be archived and put into the Academic Dishonesty Database established by the editorial office.

Article 15 If the author has a disagreement with the identification and processing results of the journal, (s)he may submit a written appeal to this journal within 10 working days from the date of receipt of the notice (overdue application will not be accepted). The editorial office is responsible for inviting experts to review the paper and make final processing opinions and inform the author of the review results within 30 working days.

5. Annex
Article 16 These measures shall be implemented from the date of announcement after discussion and approval by the Director of the editorial office of the school. In the process of implementation, if some provisions need to be made, they must be discussed and decided by the Director of the editorial office.
